Location of newly created folder

My library is getting larger and more complex. Why couldn't the newly created folder be placed by default within the highlighted folder as a subfolder? I don't understand why the newly created folder should always be in the root directory?

    you can right-click on a collection (what you call folder - though it really isn't a folder)
    and select "add sub-collection" for that.
