Zotero 7.0.15 Will Not Start (32 or 64 bit)

I'm preparing to teach a class on using Zotero to chemistry students, and the software told me I was out of date. Unfortunately, I don't have a record of the version I originally used, although I know it was 32-bit.
I went to the web page and downloaded the latest 64-bit version. During the installation process, it noted the 32-bit version and said that it would be uninstalled. However, once the 64-bit installer completed, Zotero never started, even though I told it to start Zotero once the installer quit.
Thinking this was a problem with the 32 to 64-bit upgrade (and seeing several notes about that here), I uninstalled Zotero completely and did a fresh install, removing user preferences. Still, the 64-bit version did not run.
I repeated the processes, uninstalling everything and trying the latest 32-bit version. But I get the same symptoms: Zotero does not run.
When I double click it (32 or 64 bit), there is no error, but the app never shows up, nor does it appear in the task manager. When I try to run it from the command line, it does not run, and simply returns to the C:\ prompt.
There are no obvious errors in the install.log files.
Running the app with administrative privileges does not help, either (64 or 32 bit).
I'm running Win 10 x64, although my Office apps are 32-bit (I need 32-bit Excel for a particular add-in).
My academic institution requires me to run Cisco Endpoint Protection, but I see no error messages appear when trying to run Zotero, either from Cisco or from Zotero.

Ask your IT department to make sure they've updated to the current version (or do so yourself if you're able to).
