"Find Full Text" missing from context menu for some articles

Normally, when I select one or more articles and right-click, the context menu includes the Find Full Text option:

Today I noticed this option is missing for many articles:

I'm not able to find any documentation of this function only being available for certain articles. Find Full Text seems more likely to be missing for non-US publications. Is this an intentional feature or an error?
