Sync and file purging to avoid storage upgrade

I have reached the quota of file storage, but I am working on an important project.
I need to keep syncing in just 2 of my collections, I am happy to only have the PDF locally for the collections of projects that are finished. Id still prefer to keep them than completely delete the collection.
I created a new private Library under Group Library, and I copied the two collections I am currently working on.
PDF are currently available on Zotero app, but not online.
Id like to eliminate the online PDF storage for my old library, and only sync the new library online.
I deactivated the data syncing of my old library and activated the sync of my new library from the app.
When I go to the purge button, it says You are about to remove all uploaded files associated with your personal library. Will this eliminate any online file? Or also local files? The local PDF are highlighted and annotated and I cannot risk losing that information.

adamsmithPurge only removes online copies of files -- hence "uploaded" files. (as always, have good back-ups etc.)
