Suggestion for a hand-free "lock" button on editing bar

I have a related post from last year (https://forums.zotero.org/discussion/110486/menu-bar-in-annotation-editing-mode#latest) but would like to provide a more feasible solution.
Problem: In editing mode, user can tap once to make the toolbar appear and disappear. When annotating with Apple pencil, it's very common (at least for me and my partner) to accidentally tap with part of the hand (palm, wrist, whatever) and unintentionally activate the toolbar. Sometimes, even worse, my hand touches the page-bar at the bottom and switches between pages.
Solution: A single button added to the editing bar, that has a "lock" icon and deactivates this behavior. If this lock is on, user can only scroll through the pages with their hand (and of course click on buttons on the editing bar). Tapping once doesn't do anything. ONLY if the lock is OFF can the user tap once to make the menu bar appear.
