Error in getting some citations not in others. Please Help

This is so frustrating. When the citation doesn’t work I spend hours trying to figure it out. Can you help.

This appears to be random. I’ve rebooted, reset, cleared cache but not change.

You have a standalone attachment selected, which isn't something that can be cited. You have to create a parent item with actual metadata. See the desktop app documentation:

(That doesn't look like a file that can necessarily be recognized automatically, but for files that can be, the iOS app doesn't currently support that.)
