Zotero.dotm not loading

I've removed and reinstalled Zotero 7. when I open Word, Zotero is not appearing in the menu. When I go to the Zotero.dotm file and click on it, Word opens with Zotero in the menu, but it still appears in the disabled add-ins options. I'm running Windows 10, 64 bit.

How do I get it work? I'm loading Zotero before I open Word.

    Don't open Zotero.dotm directly.

    But if this is an institutional computer, you should contact your IT department. They may have just disabled Word add-ins.
