Is Web Library PDF only available with Zotero storage?
And I also want to know if zotero android is able to open pdf with WebDAV sync (I'm waiting for android app slots)

Yes, only files synced via Zotero Storage are available in the web library. (Zotero servers don't have access to your WebDAV credentials, of course.)

The Android app supports Zotero Storage and WebDAV.
