Base file location, settings ignored

I am trying to move back to Zotero from Paperpile. I set my directory base to a base location, it is ignored and all files still end up in the standard structure. I have removed all plugins, in case any of that interferes. I had to pay for a year's storage, to make sure everything syncs. I did that, even though I plan to use a WebDAV implementation long term. I simply ran out of time trying to make this work. I wasted the entire day. My files are not renaming. It keeps the original names. untitled - untitled in some 8-letter directory doesn't help. All documentation refers to ZotFile which is no longer supported.

What am I doing wrong?

The Linked Attachment Base Directory setting applies to linked files and doesn't have anything to do with stored files (nor does it affect where linked files are saved).

Only stored files sync via Zotero Storage or WebDAV.
