How to update Patient Education and Counseling style for page range abbreviation
The current style for Patient Education and Counseling (PEC) is a dependent style of Elsevier (numeric, with titles):

In short: "Do not repeat page numbers unless they are followed by a letter. For example: 123-125 becomes 123-5, but 124A-126A is correct."
Currently the Elsevier style uses the "short" form for journal article page ranges, but this doesn't seem to produce the right results.
Consulting the CSL documentation, the "short" form isn't documented, but it seems that "minimal" is what is required:

It's unclear to me if I should:
1. Submit a PR to update the Elsevier style to use "minimal" page ranges, or
2. Submit a PR with a new style for PEC, a duplication of Elsevier except for adjusting the page ranges.

With the current version of CSL we can only do EITHER 123-125 OR 123-5, but not a mix based on if the variable has a letter appended to it or not.
That said, as this is a page range style that many journals likely incorporate by reference, it would be helpful if it could be implemented in CSL.
That said, I'm mostly interested to know if I should modify the Elsevier style or create a new non-dependent style for PEC.
