Annotations locked in my library

I have a file with annotations, but they are I locked. I know that annotations made by someone else (in a Group Library) would be locked to me, but these are in My Library.

What might have caused this? (I certainly don't want to do it again if I can avoid it!)

Can they be unlocked?

The lock icon means that the annotations have been created externally. Is it the case here?

And to be clear, if they’re annotations embedded in the PDF, you just need to go to File → “Import Annotations…”.

"Import Annotations" did the trick.

I don't remember doing anything different with this file, but all's well that ends well.
