Bibliography only includes a small fraction of my footnotes (PhD dissertation)

I added a couple new footnotes and now when I attempt to update my bibliography it only includes a small fraction of the footnotes from my dissertation- the most recent additions. How do I get Zotero to produce an updated, full bibliography that includes all everything from my 250+ footnotes? Help please!
