Merging records from two different libraries where each record pdf has different annotations

I have the same record in two different libraries (My Library, and a Group Library setup by my organisation).

I originally annotated the pdf of the record in My Library. Coming back at another time for different purpose, I opened the record in the Group Library and made different annotations.

I then realised I have my annotations spread separately across two different records, and I would like to merge them so that I have all annotations contained within one pdf (I don't care where the master record lives, whether it is My Library, Group Library or duplicated again in both.)

I read that if you merge two records with pds both with annotations, the annotations will be merged into one pdf. However this is when you merge duplicate records within the same Library.

However when I try to copy the record (and associated pdf) from My Library to the Group Library (in an attempt to get two records that I can then merge) it does not create a duplicate record. It's like it knows that record is already in the Group Library, and so won't copy across a duplicate.

If I export/save the pdf from MyLibrary to my computer and then add the pdf itself into the Group Library and create a record from meta-data, it creates a duplicate record, but then zotero annotations didn't survive the export/readd, and so the second pdf is empty of annotations.

I can't even drag the pdf from MyLibrary to the record in Group Library, because I can't get both records to show up on my screen at the same time.

Does anyone know a way I can merge an annotations of two pdfs contained in separate libraries? (Or at least export a pdf from library keeping the zotero annotations so that I can import it into another library still containing the annotations?)
