How can my group library be running out of space? Can I still save to a different folder?

The owner of the group you're a member of is out of storage space. They can see this from their storage settings.

Okay so I can still add notes and highlights to my own library, but not the ACAP (group) library?

Yes (though the group owner could add a storage plan or transfer the group to someone with storage space).
