Mouse dependent: When editing a citation, up key in the comboBox closes the dialog box

Summary:
The Quick Format citation window opens a dialog to modify a citation. The dialog includes a combo box. Pressing the up key in the combo box closes the entire dialog rather than selecting the previous option

Context:
Zotero 7.0.11.
This happens with JAWS, NVDA, and without a screen reader (just the keyboard)

User Task:
I am using the Quick format citation window to edit a citation. A dialog box opens with controls to edit the citation, like have it include page numbers, or omit the author. One of the controls is a combo box that has values (I can see it has about 20, like Page, Paragraph, Act, Book, Chapter, etc.). It defaults to Page. If I press the up key while in the Combo Box, this closes the entire Dialog box! This means I cannot select locators before Page.

Steps to reproduce:
I am in a Word document that has a citation go to it and I want to edit it.
I press, Alt + C, then C to select the "Add/Edit Citation" button
The Quick Format citation window opens with the citation in the edit.
From a technical perspective, the citation is a "button menu"
I press the left key to move the cursor to the button menu.
I press the down key to open the button menu. A dialog appears and the focus is put in a edit field labelled Page.
I press shift + tab to move the focus to the combo box. I press the down key and it changes to Paragraph.
However, I would like to go back to Page.
I press the up key.
But this closes the button menu. I didn't want that. I wanted to change the combo box.

Accessiblity issue:
WCAG 2.0, success criteria 2.1.1 "All functionality of the content is operable through a keyboard interface "
  • I'm seeing this, too, and I think it might be bug, but note that you can select all locator options by activating the button menu using the space bar. This is equivalent to clicking the menu with your mouse (which you would have to do to select any option with the mouse) . You can then navigate up and down the full list using the arrow keys. So while I don't think it's ideal (for any user), this isn't a WCAG failure.
  • We'll fix — thanks. (But yes, you can just press space bar, which is the standard way of triggering a menubutton. On macOS, down-arrow also opens the menu, so you can press down and then up.)
