"Web Page" option not available when first adding a citation

I am on Zotero 7.0.11 on MacOS Sequoia.

When I click "Add Item", the Web Page option is not present:

It only appears if I first begin the citation as a different type, and then change it to a Web Page:

Is this a bug, or am I missing something?
