[Feature request] Underline highlighted text or highlight underlined text

In Zotero (7.0.10, Linux) you can't underline highlighted text or highlight underlined text.

Right now, for example, it only allows to select the highlighted area when the 'Underline' option is selected:

I noticed that on Android this is already the case (version 1.0.0-119).

Currently you can select an existing annotation of any type even when an annotation tool is locked on, so this doesn't work automatically. We can consider whether that actually makes sense, but you can hold Alt/Option to select text that's already highlighted or underlined, and that works for creating new highlights/underlines on top of existing ones as well.
