Zotero style coder/editor for document ID - questions, possibilities and freelance hire

I am looking into Zotero to fit a fairly niche need. I have to write academic type reports which get used in legal cases. Part of this requirement is having a unique document ID for every source cited in the report. Example:
Jane Doe, "Article Title," University Today no. 1 (2015): 15-16. [XYZ2024-01]
I then have to create a corresponding document index (typically I copy over all the footnotes into an excel and have a column for Doc ID). Currently I do everything manually which takes a ton of time and effort so I'm looking for ways to streamline. I'm wondering if it is possible to edit the Chicago Style to somehow include a unique doc id for each citation. My thought is at the end I can then export my library from Zotero into Excel and it will have the majority of the info I need.
A) Is this even possible?
B) Is there anyone I can reach out to to discuss what may or may not be possible?
C) Can I hire someone to do CSL editing? I am not familiar with coding myself but we (company I work for) are willing to hire someone to customize Zotero so it could work for our needs.
