Zotero (64 bit) Not Downloading Files from WebDav on Sync

I have Zotero working perfectly on my iPhone, iPad and Linux, but Zotero on Windows refuses to downloaded PDFs from my WebDav server. I have selected "Download files at sync time" in the Sync preferences, but it just doesn't. I've tried the "Reset File Sync History" reset option several times, but no effect. I've quit and restarted Zotero several time. Any suggestions?
