In a group library, is there a feature that will let everyone see a history of changes to an entry (e.g. if meta data is added or deleted?).

And is there anywhere within Zotero to suggest an edit?

Not currently, but it's planned.

In terms of suggesting an edit, if there is information missing or incorrect on a Zotero entry in a shared library, when the person doesn't have editing privileges,
is there a way, within the library, to suggest to an editor of the library an edit to the entry?

No, sorry, if someone doesn't have write access, they're not able to make any updates to the library.

There are plugins that will let you copy a zotero://select or web-library URL to an item in a Zotero library (and we'll probably expose that in the app itself at some point), so you could maintain a Google Sheet or whatever with links to items that needed changes.
