I wonder whether a function to archive an excerpt from a web page (something like google notebook) instead of an entire page wouldn't be useful

you can copy/paste text-excerpts into notes. You can take a screenshot of any fraction of the screen and attach the screenshot to an item. Is there anything else that you need?

You don't even need to copy/paste. You can highlight any text you want on a website, and then right-click->Zotero->Create Zotero item and note from selection.
