The function of Add button in Libraries and Collections

I don't know when it started the Add button function of the Libraries and Collections section in the right pane of parent items has been changed to add a new collection rather than add the selected item to an available collection where it was not in previously. This altered function is confusing for me. Could developers consider bringing the old function of this button back? I think this button is not designed to create a new collection.

It seems like the popup pane displayed incompletely, resulting only the New Collection remained.
