Upgrade StorageRTF Scan not working in Zotero 6

When I run RTF Scan on a file as directed, it appears like the output is complete, but no citations change in the outputted file.
Steps to reproduce:
1. Start Zotero.
2. Tools>RTF Scan
3. Select Inputs and Outputs
4. all clean cited items
5. Select Chicago format
6. says processed successfully
7. output file is copy of input file
Steps to make Zotero work:
1. Convert RTF to ODT
2. Follow above directions for ODT scan
3. Zotero successfully processes the scan
