Adding new reference to library

I sometime encounter what i can only assume is a bug where i'm unable to add new references via their identifier. It just loads continuously without ever finding the reference. It does it in shared library and private library. I've tried to close and restard zotero and i've tried restarting my computer and sometimes it works and other times it doesn't. I'm on the 7.0.7 (32-bit) windows version.

What could be causing it ?
