Unable to "Add to Note" after highlighting text in pdf

I'm using 7.0.7 (64-bit) on Windows.

After opening a pdf, use the "Highlight text" function and highlight a block of text. Then, right click on the highlighted text - menu allows changing the highlight color, converting to underline, and deleting, but the "Add to Note" option is greyed out and cannot be selected. See image:

Also, I swear at some point in the past I could highlight within a pdf and the highlighted text would automatically be added to notes that show up on the main screen in the Item Pane under Notes, but that isn't the case anymore either. Can that be an option again? So much easier than copying text from a pdf and pasting into a note.

You have to have a note open in the Notes pane on the right for Add to Note to be available.

No, you're misremembering. The only place Annotations show up automatically is in the Annotations tab in the left sidebar.

It seems to me like this should be able to simply create a new note if no particular note is open? I'd love to be able to use that feature

@hfunkenflug: There are different kinds of notes that can be created (child and standalone). There also may be an existing note where someone is already collecting annotations, so showing a button at all times could cause someone to create a new note by accident.
