How to restore library from SQLITE file?

Can I restore my Zotero library and notes (that were not synced) from the SQLITE file? If so, how do I do this?

When I open the Zotero app it says:
Make sure you have read and write permissions for all files in the Zotero data directory and that security software isn't preventing
Zotero from accessing that directory.
You may be able to fix this problem by moving the data directory to the new default location in your home directory. Zotero will automatically detect the new location.

Current location: /Users/name_eb/Zotero
Recommended location: /Users/name_e/Zotero
  • Did you transfer files from another Mac (with a different username)?

    Go to your Zotero profile folder and delete prefs.js. Then restart Zotero.

    Thank you so much for your response! Yes, I have two users on my computer eb is associated with a different user and different Zotero library. Working in the user e, when I tried to re-link to the stored directory, I think it grabbed for the Zotero from eb. I hope that's not too confusing.

    If I delete prefs.js. what will happen?
