merge, trash, create parent item... functions slow to the point of not happening

Everything seems to be working fine in the interface itself but background processes like merging items, sending items to the trash, or creating parent items seem to be functioning erratically.
Part of it is my fault, I have a fairly large library (21k items, with all the attachments as links in a custom directory) and a few hundred duplicates to merge from a recent big import from a research computer, but the merge function is very erractic (not slow: just never happens on some items, even if I quit zotero and reopen, with or without a full windows reboot in the meantime).
Zotero doesn't crash or stall or give an error, and I can click around the collections and library, see metadata, etc. Just not update the sqlite records for specific duplicates, sometimes. Can't seem to find anything special about them.
If I try to merge another pair, occasionally, some seem to work reasonably quickly. Sometimes one good merge lets a few more go through before stalling again.
How do I figure out what is going on?

If your linked files folder is cloud-mirrored, is the cloud service uploading in these instances ? (usually visible as uploading traffic in network activity monitor, if the service itself has no such display).
when i first noticed this behavior I paused my cloud backup, and turned the wifi off. This did not help.
