Unlimited storage plan still reach storage limit? Can’t sync between laptop and ipad

Would you please guide me through why some pdf can be syn easily but some are not. It shows can’t sync due to limit storage but I purchased unlimited plan.

You've never synced the account you're posting from. You can see the account you're syncing from in the Sync pane of the Zotero settings. If you'd like us to transfer your subscription to a different account, email storage@zotero.org with details.

I am sorry. I don't think I fully understand you.
My goal is to be able to download and see the pdf on my iPad. (same as on the laptop)
But this is what I see, this paper from Christy(I can read from laptop but not from ipad):

You likely have two different Zotero accounts: one for which you paid and from which you are posting, one which is actually syncing. Because of that, they syncing account doesn't actually have unlimited storage and you've reached the storage quota with that. As dstillman says:
