Just a question about the "emoji Tags"

I didn't use these kind of Tags until recently, now I'm using them a bit more. However, I don't understand why they only appear in the Tag selector pane (left panel) when we are in a collection that has items with these Tags (which is logical), but if we are in My Library, they automatically disappear from the Tag selector pane.

Is this a bug or a normal behavior?
