Preferences Window

I am unable to locate the Preferences Window. I need to import a .bib file into a folder. I have attached a grab of my screen. Thank you in advance for your assistance

You're using the web library. The "Preferences Window" is only available in Zotero, the desktop application, which is also the primary way to use Zotero. You can download it here:

https://www.zotero.org/download/

Afterwards, you can set up syncing so that the references you've already created in the web library are synced to your Zotero desktop application.
