Attachment Permission Error

We are experiencing an issue for a number of our users who upgraded to v7. When opening some attachments a permission error prevents the file from being downloaded. We have upgraded to 7.0.3 and the latest beta with no changes. I have also signed in as a local admin with full permissions and run the application running into the same error. Rolling back to the latest stable v6 fixes this issue.
