Remembering an institutional proxy

I disabled the proxy redirect notification to saving a institutional proxy because I've never found a need for it. This isn't an urgent question, but I'm just wondering what the purpose for is for it? Are some users unable to access a database or pdf unless they save a proxy to their Zotero Connector?

    It lets you open an unproxied link in your browser and get redirected via your proxy so that you have full access to the the resource.
