That means what it says. You'd get this if you or something on your system deleted the Zotero database file (zotero.sqlite) in your Zotero data directory outside of Zotero (e.g., by using disk-cleaning software).

If you were syncing and all data is in your online library, you can recover by syncing, but you should figure out how this happened to avoid it in the future.
