zotero not saving pdf

Hi,

I haven't had this issue until recently, but for about 1-2 weeks, I noticed that zotero doesn't save pdf from the article (Chrome extension) and it only saves the references. this is even when I do have access to pdf on the browser. in the past, pdf was not saving if I didn't have access, but this is different since I do have access to it.

I have many examples but the recent one was this link:

when the PDF is open access, it saves it (I think). So I don't know what the pattern is, but it sometimes saves it and it sometimes doesn't.

I have checked whether my chrome, zotero, mac was up-to-date, and I unplugged and re-downloaded the chrome extensions.
