Syncing web library with app library having changed laptops

Hi, I need help to sync the web library with the app library. My app library is showing a much older version now I've changed laptops. please can someone help? I've tried syncing and dowloading the library but it's not working.

You should configure sync on the new laptop and wait until it completes (which can be verified by checking an icon in the top-right corner). If, afterwards, you see a different library than in the web library, you might have used a different account.
