Issues with IEEE Citation Style Restarting Numbering in Word Document

I'm encountering a persistent issue with my Zotero citations in a Word document when using the IEEE citation style. I hope someone can help me resolve this problem.
In my document, the IEEE citation style is not continuing the numbering sequence correctly. Here's what happens:

I initially cite several sources, and Zotero numbers them correctly (e.g., [1], [2], [3], [4]).
However, when I cite a source again, Zotero starts the numbering sequence over, giving the citation a new number (e.g., citing the same source again as [1] instead of reusing [2]).Also when i cite a new source it writes [1] instead of [5].
It seems Zotero might not recognize previous references in the document, thus starting the numbering over.
This issue disrupts the proper sequence of references in the IEEE style.
I checked for Duplicate Entries,Refreshed Citations,Switched Citation Styles.. but nothing seems to be working.
Could anyone provide insights or solutions to ensure Zotero continues the numbering sequence correctly for repeated citations in IEEE style? Your assistance would be greatly appreciated!
