Not all authors listed in full citation in bibliography
When creating a bibliography not all authors are listed in the full citation where there are more than 20 authors.
For example, the below citation has an ellipses after the 19th author:
Wenhai, L., Cusack, C., Baker, M., Tao, W., Mingbao, C., Paige, K., Xiaofan, Z., Levin, L., Escobar, E., Amon, D., Yue, Y., Reitz, A., Neves, A. A. S., O’Rourke, E., Mannarini, G., Pearlman, J., Tinker, J., Horsburgh, K. J., Lehodey, P., … Yufeng, Y. (2019). Successful Blue Economy Examples With an Emphasis on International Perspectives. This is the correct citation:

This happens regardless of the style I use. How do I get zotero to include all authors in the full citation for the bibliography?

Because not every single citation style we have on the repository (10000+) will have et al. settings Programmes into the style.
There is plenty that don't.
You can search for one or just edit a style that you like. Making that change is simple.

I've added an image of the Info for the reference and all authors are listed individually.
I need to use an APA style for my thesis and am currently using the APA 7th edition. I'm not used to coding so it would be really helpful to know how to fix this issue.
"For a work with up to 20 authors, include all of the names in the reference. When the work has 21 or more authors, include only the first 19 names, an ellipsis, and the final name (see this guideline in the fifth and sixth bullets in Section 9.8 of the Publication Manual and Example 4 in Chapter 10)."
