Upgrade StorageError saving pdfs

Hello,
I am trying to import two downloaded pdfs and am getting a "Zotero is disabled" notification. The pdfs are technical reports internal to an agency so I haven't been able to find them online or within my university library. Any information on how to fix this issue or properly save them to Zotero so I can cite them would be appreciated. Ty!

The Zotero Connector can't run on file:// URLs, which is what you'd get if you open the downloaded PDFs in your browser.
(You can save PDFs directly from the web at their original http:// and https:// URLs.)
