Can't drag PDF into a folder, but others I can?

Some folders accept my PDFs when I try to drag and drop, and others do not, why??

    Some of your groups don't allow file editing, either because they're open public groups or because you've disabled file editing.

    I made them private - and I have not disabled file editing unless I am missing something that happens automatically when I created this group. Any ideas? Thank you for your quick reply
