Find Available PDF is unreliable for papers with Semantic Scholar URLs

I have lots of papers that I've exported from Semantic Scholar -> Zotero via bibtex export, but trying to download the associated PDFs is failing often (usually after the first PDF, then sometimes it works again after waiting for a bit).

I looked at the debug logs and it seems like there are some errors finding elements on the Semantic Scholar page.
