Cite a proposed rule from the Federal Register in APA 7

Hi, new here, still figuring out how all this works...

I'm trying to cite a proposed rule from the Federal Register in APA 7. I don't see "regulation" anywhere. I came up with some workarounds using Statute and got close, but not quite there.

Then I saw your example above using the Extra field and tried that:

Here's what it gave me:
