Upgrade Storage"Reset file sync history" not doing anything.

Using Zotero 6.0.37 on MacOS 13.6.5.
I am trying to download all my attachments so I can switch from WebDAV to Zotero storage. To do this I took the following steps, in this order:
1. Changed file sync preferences from "as needed" to "at sync time."
2. Applied and confirmed "Reset file sync history."
3. Ran a sync.
4. Zotero started downloading several attachments, then hung for several hours (beach ball of death), after which I had to force quit it.
5. Reopened Zotero and repeated steps 2 and 3, at which point I ran the Debug command.
6. Zotero no longer downloads anything at sync time, I have to click on each attachment manually.
It seems Zotero is failing to take the Reset into account.
