Can you share a screenshot of what it looks like for you? Do you still have the problem with all plugins disabled? What is your OS and exact version of Zotero?
ok I just figured it out... the import annotations option only shows up when you open the pdf in a tab, not a separate window! And not if you select the pdf from the main library view... Thanks I
Upgrade Storage
File → “Import Annotations…”

The option is just greyed and inactive if there are no external annotations.
