When zotero7 opened, URIs like `zotero://select/library/items/J7QLS9JU` or `zotero://open-pdf/library/items/CTFVWMJ8?page=33&annotation=3EB7PDH9` work perfectly, however, if keeping the software closed, opening such URIs would just have no response, instead of automatically opening Zotero 7 then locates the target item or annotation.
