Shortcut for "List all tabs" button

The "List all tabs" button is very useful when you have a lot of tabs open, but it's fiddly to have to point and click to access it every time. It would be great to have a keyboard shortcut to open the list (or have a menu bar item, so a system shortcut can be created).
