Upgrade StorageTranslator, TEI, a pull request ready for merge

After a discussion with @dstillman a few months ago, I found time to correct a full rewrite of the TEI translator, needed for our users.

- Rich html text in notes exported as TEI
- Rich text in titles, more Zotero conformant
- Extra field parsed for extra CSL properties
- XML/TEI indented
- More conformant TEI
