Upgrade StorageNot redirecting proxies [resolved]
Please disregard, I solved the issue. I deleted the proxy entirely, navigated to a page that prompted zotero to set up a proxy. Then I restarted my browser and it seems to work. It does not typically prompt to add new hostnames to the proxy, but I can manually add them and it is working.
One difference is the hostname is just onlinelibrary.wiley.com instead of including the https://
Also, the login url scheme uses login?qurl instead of login?url and https instead of http

I manually set up proxies to redirect pages to my institution's log-in so I can pull PDFs from journal pages. If I add the proxy manually (copy-paste it to the start of the url in the address bar), it works fine. But Zotero never redirects to it on its own.
For example, I have this one set up:
hostname: https://onlinelibrary.wiley.com
login url scheme: http://proxy.lib.ohio-state.edu/login?url=%u
proxied url scheme: %h.proxy.lib.ohio-state.edu/%p
