Upgrade StorageCan't sync files from iPad to web library despite upgrading storage

Problem: some files added on iPad are not synced to web library, initially due to free storage limit but problem persists after upgrading to paid storage
Details:
- ~20 PDF files were added to a collection in My Library on iPad by clicking "add file" and navigating to files stored on Google Drive via the iPad Files interface
- initially got sync error on iPad due to limited storage
- upgraded to 2GB which should be larger than all my attachments in both My Library and all group libraries I own
- tried syncing again multiples times on iPad, no longer got sync error; files added before upgrading and initially failed to sync (>10 PDF files) due to the free storage limit are listed but cannot be opened in the web library
- a new file added in the same way after upgrading storage was synced to the web library with no problem
- debug ID above includes these actions on iPad: one pull-down-to-sync with no error, then opened a file that's not available in the web library
- cannot follow the Files Not Syncing steps since Device A is an iPad and doesn't have the reset sync history option
- confirmed that I'm using the same account on all devices including this iPad, sync option set to use Zotero Storage everywhere
I need to keep the annotations I made in Zotero on iPad and keep them as editable in Zotero. I'm ok with workarounds that require manually re-adding the files as long as these annotations are preserved.
