syncing highlights and sticky notes
A) In my work computer I read an article (web-page version) and used Zotero's highlights+sticky notes tool to annotate it. When I revisited the article in my work computer, the snapshot had all my annotations - great! I went home and synced my account, went to the same article, and there was no sign for my annotations. Is Zotero not syncing it?
B) The same thing happens when I use my pdf reader to highlight pdf files. Isn't Zotero supposed to sync them too?

It is being worked on though, although current annotations will never sync, even once the fix for syncing new annotations is rolled out. AFAIK, this arose because annotation was implemented when sync was just a pipe dream, and the method chosen turned out to be impossible/very difficult to sync.
Are you using Okular on the linux machine by any chance? Okular saves its annotations separately, rather than within the PDF itself. Its annotations cannot be read by other software, and wouldn't sync in any case (since Zotero has no way to know that they exist).
AFAIK, if this is the problem your only solution is to run PDF X-change viewer (free as in beer) under Wine, as described here. This writes its annotations to the PDF itself, and these should sync fine.
