Who is charged for storage in a group collection, and can you block pdfs if you make it public?

I am working with a large group and we are considering setting up a group collection for our project. I have two questions. First, I am pretty sure this collection will quickly exceed the free storage. I am wondering who gets "charged" for the storage in a shared collection. Is it the owner, or does every member of the group need to have enough storage to support the collection?

Second, if we save PDFs to this collection then later make it public is there a way to prevent the PDFs from getting shared publicly? Some of them will be from paywalled sites we access through our library and I'm pretty sure we can't just make them public.

    If you make the group public/closed, the public won't have access to the PDFs. In fact, you cannot use a Zotero group to publicly share PDFs (public/open groups don't allow file sharing).
